Adult Behavioral Health Home and Community Based Services Manual


Adult Behavioral Health Home and Community Based Services (BH HCBS) were created and developed collaboratively by New York State’s Office of Mental Health (OMH), Office of Alcoholism and Substance Abuse Services (OASAS), and the Department of Health (DOH) as a part of the State’s Health and Recovery Plan (HARP) for individuals with serious mental illness and substance use disorders. Through these efforts, the BH HCBS manual was created to outline the requirements for each service.

The above manual is the most updated version released by New York State. Please note that the BH HCBS manual is subject to change based on terms and conditions directed by the Centers for Medicare and Medicaid Services (CMS).

Agencies interested in becoming designated to provide BH HCBS are encouraged to review the BH HCBS manual prior to submitting an application for designation. The Manual will provide the necessary information needed to submit a successful application.
