External Review Unit

In order for state operated psychiatric centers to be eligible for federal funding, they need to meet the federal Conditions of Participation (CoPs) for hospitals as well as the two special CoPs for psychiatric hospitals through Centers for Medicare and Medicaid Services (CMS) certification and/or accreditation. Until recently, the Federal CMS had only granted The Joint Commission (TJC) deeming authority to survey facilities on its behalf to assure compliance with the hospital CoPs. In February of 2011, TJC was granted deeming authority to survey the two special CoPs for psychiatric hospitals as well.

OMH's goal is that each of its State psychiatric centers are TJC and CMS survey ready at all times as a result of normal operating activities. Being ready for a thorough survey at any time is a logical extension of the Agency's commitment to promote the mental health and well-being of all New Yorkers, and continuous quality improvement. To this end, the External Review Unit has implemented a rigorous program to assist OMH facilities in achieving and maintaining an ongoing state of survey readiness. External Review's program includes onsite readiness assessments, technical assistance, trainings, standards interpretation, and presence onsite during surveys.
