Overview
The materials in this section provide an overview of the national and New York State PARS initiatives to reduce and ultimately prevent the use of restraint and seclusion by mental health service providers and the rationale for these initiatives. The initiatives call for organizational culture change that resonates with the principles of person-centered, recovery oriented, trauma-informed care.
As a method for achieving these goals, they promote the Six Core Strategies to Reduce the Use of Seclusion and Restraint . They also emphasize the need for providers to develop a restraint/seclusion reduction plan. This section has three components:
