Freestanding Clinics

Overview of Project

The New York State Office of Mental Health (OMH) welcomes the participation of freestanding mental health clinics, state psychiatric hospitals, and diagnostic and treatment centers in the OMH Continuous Quality Improvement (CQI) Initiative’s 2016 projects. CQI 2016 builds on the success of past OMH CQI projects, aligns with statewide priorities to improve health- and behavioral health-related outcomes for the New York State (NYS) Medicaid population, and harnesses the expanding capacities of the OMH Psychiatric Services and Clinical Knowledge Enhancement System (PSYCKES) application.

The 2016 initiative offers eligible clinics the choice of three QI projects:

  • Integrating BH Managed Care Quality Assurance Reporting Requirements (QARR), to promote better provider awareness and performance on key behavioral health measures monitored by MCOs. The project will help providers build readiness for managed care quality initiatives.


  • Suicide Prevention (SP), to promote evidence-based practices in suicide prevention and reduce the rate of suicide attempts and completed suicides among clinic populations. The project aligns with the Joint Commission and the OMH Suicide Prevention Office’s standards of care.


  • CMS-funded Care Transitions Network for People with Serious Mental Illness, to promote readiness for Value Based Payment and DSRIP performance, and reduce hospital readmission and high utilization. The project utilizes clinical, financial, and utilization data to support understanding of client total system utilization.
OMH licensed mental health clinics (other than state-operated clinics) and diagnostic and treatment centers receive a Medicaid fee enhancement for their active participation in the CQI initiative. The enhancement is available for fee-for-service and managed care Medicaid services.
