Consolidated Fiscal Reporting System
General Information
The Consolidated Fiscal Reporting System (CFRS) is a web-based application that provides standardized fiscal reporting for the New York State:
- Office of Addiction Services and Supports (OASAS)
- Office of Mental Health (OMH)
- Office for People with Developmental Disabilities (OPWDD)
- Education Department (SED)
- Department of Health (DOH)
The application contains schedules that capture financial information for budgets, an annual cost report, and a final claim. CFRs and CBRs generated by any other software will not be accepted.
CFRS Web Access
Using the Security Management System (SMS), the provider’s security manager assigns CFRS Web roles to fiscal staff involved in completing or reviewing CFRs and CBRs.
A different set of permissions is associated with each role:
Reviewer: This role can review all CFRs/CBRs and CFR related documents within the application, including those not yet submitted to the NYS agencies. Reviewers do not have permission to revise and/or to submit a CFR/CBR or CFR related documents.
Preparer: This role can:
- create a new CFR/CBR
- review and/or revise all CFRs/CBRs and CFR related documents within the application, including those not yet submitted to the NYS agencies.
Preparers do not have permission to submit a CFR/CBR and/or CFR related documents.
Submitter: This role can:
- create a new CFR/CBR
- review and/or revise all CFRs/CBRs and CFR related documents within the application, including those not yet submitted to the NYS agencies
- submit CFRs/CBRs and supporting documents
If a different level of access is needed, the user should contact the security manager at the provider agency.

To access CFRS Web:
- Go to https://cfrweb.omh.ny.gov/
- Enter the assigned Username and Password
After logging into CFRS Web, users can navigate to the appropriate work area.
Work areas include:
- Create a New Submission
Users can start a new Consolidated Fiscal Report (CFR) or Consolidated Budget Report (CBR) from scratch, with the option to import certain master data. - Review or Revise CFRs/CBRs and Upload Documents
Revise or review CFRs/CBRs that have been submitted to the NYS agencies.
Upload/Review signed certification schedules, financial statements, and other supporting documentation. - Continue Submission and Upload Completed CFRs/CBRs
Continue work on CFRs and CBRs that have not been submitted to the NYS agencies.
Review CFRs/CBRs that have not been submitted to the NYS agencies. - Helpful Links
