Confidentiality & Non-Disclosure Agreement (CNDA)

Overview

The Security Management System (SMS) allows mental health agencies to control data access in a secure manner. Through the SMS, agencies can add User IDs and grant user access.

All agencies that use the SMS must sign the OMH Confidentiality & Non-Disclosure Agreement prior to accessing the system.

    OMH Sends Agency Directors CNDA Signing Requirements

    This letter provides advance notice of the Confidentiality & Non-Disclosure Agreement. The CNDA is a requirement for accessing certain OMH applications, including PCS and PSYCKES.

    OMH Emails Agency Directors Describing How to Access CNDA Online

    This email contains a new UserID to access the CNDA site. Agency Directors will need to electronically sign the CNDA before their agency can access to OMH applications. For security purposes, passwords are sent in separate emails.

Accessing the Security Management System After Signing CNDA

Once the CDNA is signed, Agency Directors must assign one or more Security Managers for their agency. This assignment is usually given to the agency's Information Security Officer, or other individual performing security, and/or information technology functions.

    How Security Managers Can Access SMS

    • The Security Manager will receive a copy of the email sent to the Director describing how to self-register as the agency Security Manager (SM).
    • The SM will go to the OMH Security Management System Web site at https://smssr.omh.ny.gov/ and
      1. select his/her agency from a drop-down list
      2. use the agency control ID listed in the email
      3. provide information to self-register
