Community Mental Health Services (CMHS) Block Grant Supplements

The Office of Mental Health (OMH) received three notifications of awards for supplemental CMHS Block Grant funding totaling $129.1 million.

The United States Substance Abuse and Mental Health Services Administration (SAMHSA) indicates that this funding should address unmet need and capacity growth with an emphasis on crisis services.

Coronavirus Response and Relief Supplement Appropriations Act (CRRSAA) Extension

The SAMHSA Supplemental CMHS Block Grant was awarded to OMH in March of 2021 under the CRRSAA [P.L. 116-260]. The grant originally required funds be used by March 14, 2023.

SAMHSA has since granted a one year no-cost extension for this award.

Updates to CRRSAA Grant:

  • Due to the SAMHSA extension, OMH is providing a no cost extension for projects funded under this federal award
  • Letters have gone out to providers indicating their updated project period for their specific award

Fiscal Reporting Requirements for Federal Funds provided via Contracts, Purchase Orders, and State Aid Letters

The OMH Community Budget and Financial Management (CBFM) group is using Quarterly Expenditure Reports to assist with the oversight and disbursement of the supplemental federal funds. You must use these reports on all federally funded (in whole or in part):

  • Contracts
  • Purchase Orders (PO)
  • State Aid Letter awards issued to local government units and local providers

OMH expects that providers continue to follow normal Generally Accepted Accounting Principles (GAAP) in reporting revenues and expenses within the Consolidated Fiscal Report.

Reporting Schedule:

Quarterly reports must be submitted at the close of every calendar quarter until the provider has fully expended their grant award. All supporting documentation must be transmitted to OMH with the final expenditure report.

  • 1/1 – 3/31 (quarterly report is due back to OMH by 4/30)
  • 4/1 – 6/30 (quarterly report is due back to OMH by 7/31)
  • 7/1 – 9/30 (quarterly report is due back to OMH by 10/31)
  • 10/1 – 12/31 (quarterly report is due back to OMH by 1/31)

Submission Instructions:

Providers must email completed expenditure report excel file, and supporting documentation if it is the final expenditure report, by the reporting due date to CBFM-FederalUnit@omh.ny.gov with the following subject line:

Quarterly Expenditure Report – Project Title - Provider Name - Contract or PO Number
