Uncompensated Care Update

Update: 2011 Article 31 Uncompensated Care Pool

In December 2011 the Office of Mental Health (OMH) sent out a revised notice to all eligible Article 31 Clinic providers regarding the payments they will be receiving from the 2011 Uncompensated Care Pool.  At the time of the letter OMH anticipated that these payments were to be received by the clinics within weeks of our mailing.   However, as you know, these payments have not yet been dispersed.

OMH has received notice that the payments will be distributed within six weeks of the date of this notice.  These payments will be included in your clinic’s weekly Medicaid checks. 

Update: 2012 Article 31 Uncompensated Care Pool

Since we are moving to the Department of Health's (DOH’s) policy of a 2-year lag for this pool, OMH will be using the 2010 Code of Federal Regulations (CFR) data to calculate payments for 2012.  This is the same information that was used for 2011 for some clinics.  If you have not submitted the 2010 CFR OMH-4 (upstate) or 2009/10 CFR OMH-4 (NYC), you must do so by March 16, 2012 for possible inclusion in the 2012 uncompensated care distribution.

If you have submitted the above CFR OMH-4 but would like to amend it, please contact the CFR Unit at 518-473-3572. Again, the deadline for changes for inclusion in the 2012 pool is March 16, 2012. 

Upon review OMH found that there were some common errors in the 2010 OMH-4 data.  For the 2012 pool OMH will be omitting those providers that have submitted clearly erroneous information.  We encourage providers to review their OMH-4 and amend it if necessary.

Common errors that were found:

  • Total visits = Uncompensated visits
  • Uncompensated visits >Total visits – Medicaid Visits
  • Total visits on CFR not consistent with OMH-4 (The total visits on the OMH-4 should match the total visits on the OMH-1)
